Your Guide to RHTP Funding: Patient Safety, HIPAA Compliance, and Connected Care

Updated November 3, 2026

The Rural Health Transformation Program (RHTP) gives rural healthcare organizations an opportunity to invest in safer care, stronger cybersecurity, and more efficient operations. This guide explains what the funding supports, where to find state opportunities, and what to consider when choosing software.

As you develop your plans, iatricSystems offers solutions worth including in the conversation. From improving specimen collection with MobiLab® to monitoring PHI access with Haystack™ iS, our solutions address practical needs that connect with RHTP’s technology, efficiency, and patient care priorities.

What is the Rural Health Transformation Program?

RHTP provides $50 billion over federal fiscal years 2026–2030 to help states strengthen rural healthcare. Funding supports priorities such as improving access, developing the workforce, modernizing technology, and making healthcare delivery more sustainable. Approved uses include software and hardware that improve efficiency, strengthen cybersecurity, and improve patient health outcomes.

CMS awards funding to states, which distribute it through their own initiatives, grants, and designated administrators. Hospitals and other providers follow the application process for the specific state opportunity.

For technology projects, start by identifying what needs to improve: protecting patient information, reducing preventable errors, connecting systems, or helping staff spend less time on manual work.

How iatricSystems solutions align with RHTP priorities

CMS identifies data security, interoperability, clinical workflow improvements, and technology modernization as areas supported by the program. The following connections can help you frame a proposed project around those priorities. They describe alignment with program goals; purchase eligibility depends on the specific state funding opportunity.

iatricSystems solution

How it supports your project

Patient safety and clinical efficiency

MobiLab®

Positive patient identification, bedside label printing, and real-time order information help reduce specimen labeling errors, unnecessary redraws, and manual collection steps.

Cybersecurity, data protection, and operational efficiency

Haystack™ iS

Monitors access to patient information, identifies potentially inappropriate activity, and helps privacy teams investigate and document concerns more efficiently.

Interoperability and connected care

EasyConnect Jaguar™ and integration services

Connect healthcare applications and support information exchange, helping organizations improve access to data across existing systems.

Patient safety and medication oversight

DetectRx

Supports drug diversion monitoring and investigations, helping teams identify concerning medication activity.

Technology-enabled care and clinical workflows

Accelero Connect®

Connects supported medical devices, including smart pumps, with the EHR to support automated data exchange and reduce manual documentation.

Three considerations for your RHTP project:

1. Include patient privacy in your cybersecurity planning

Cybersecurity planning often focuses on external threats such as ransomware, but protecting patient information also means monitoring how people with legitimate access use it. In our outreach to CMS, we confirmed that RHTP funding can include protection against these internal threats to PHI, subject to each state’s program requirements.

Patient privacy monitoring helps you address that internal risk. Haystack iS brings access activity across your EHR and other applications together, helping your team prioritize, investigate, and document potentially inappropriate PHI access. AI and automation help reduce false positives and manual work, giving your privacy team more time to address meaningful concerns.

2. Connect patient safety investments to measurable improvements

Safer specimen collection is another opportunity to connect technology investments with RHTP goals. MobiLab uses barcode patient identification, bedside label printing, and real-time order information to help prevent labeling errors, reduce unnecessary redraws, and streamline collection workflows.

Build your proposal around the improvements your organization needs. Track measures such as specimen labeling errors, redraws, collection turnaround time, and staff time spent on manual tasks to demonstrate the investment’s impact on patient safety and efficiency.

3. Plan for interface management as your environment grows

Every new solution can add interfaces that need ongoing monitoring, updates, and maintenance. As you plan your RHTP investments, account for the time and resources needed to keep those connections working once new systems are in place.

EasyConnect Jaguar gives your team a centralized platform to build, modify, monitor, and manage interfaces as your environment grows. It helps simplify a growing network of point-to-point connections and gives you more control over how your systems exchange information.

Your engineers can build and maintain interfaces within the platform, or iatricSystems engineers can provide that support, helping your team preserve bandwidth for other priorities.

Planning your RHTP technology investment?

iatricSystems brings more than 35 years of healthcare IT experience and solutions designed to enhance existing investments. Involving our team during project planning can help you evaluate workflows, integration requirements, and software options before finalizing your proposal.
